A History of 311

Launched in 1996 in Baltimore, 311 was created to give residents one simple number for non-emergency city services and to protect 911 for emergencies.

Over time, cities across North America adopted 311 as a central customer service hub.

Today, 311 has evolved into a digital front door—using phone, web, mobile, and data tools to help governments listen better, respond faster, and build trust with their communities

Our Core Objectives

Our second objective is to make sure you never have to solve big problems in isolation.

We do this by:

  • Curating a council of 311 managers and above who own budget, hiring, and training decisions.

  • Hosting confidential roundtables where you can ask hard questions and share what really works — not vendor slides.

  • Connecting you with peers who have already navigated AI pilots, channel expansion, union conversations, and funding battles.
